WASHINGTON – Today, President Biden announced his intent to appoint the following individuals to serve in key roles:

  • Mark Angelson, Member, President’s Intelligence Advisory Board
  • Carmen Estrada Schaye, Member, J. William Fulbright Foreign Scholarship Board
  • Bill Freeman, Member, J. William Fulbright Foreign Scholarship Board
  • Jennifer Lin, Member, J. William Fulbright Foreign Scholarship Board

President’s Intelligence Advisory Board
The President’s Intelligence Advisory Board is an independent element within the Executive Office of the President. The President’s Intelligence Advisory Board exists exclusively to assist the President by providing the President with an independent source of advice on the effectiveness with which the Intelligence Community is meeting the nation’s intelligence needs and the vigor and insight with which the community plans for the future. The President is able to appoint up to 16 members of the Board.

Mark Angelson, Member, President’s Intelligence Advisory Board
Mark Angelson is the Chairman of the Institute of International Education, the nonpartisan world leader in international education and scholar rescue, which administers the Fulbright Scholarships for the U.S. Department of State and hundreds of other programs from offices around the globe. He also has served as Chairman of Rutgers University’s governing board and as Vice Chairman of the Biden Foundation. Angelson was the Deputy Mayor of the City of Chicago, CEO of RR Donnelley, Chairman and CEO of two prominent Canadian public companies, and Chairman of MidOcean Partners, an international investment firm. He previously had a lengthy and distinguished career as an international lawyer in each of Singapore, New York, and London.

Angelson is a member of the Council on Foreign Relations and its Membership Committee; the Pilgrims (New York and London); the Royal Society for the Encouragement of Arts, Manufactures & Commerce; the Economic Club of New York; and the Rutgers Hall of Distinguished Alumni. He is a Life Trustee of Northwestern University and Adjunct Professor of Mergers and Acquisitions at Northwestern’s Kellogg School of Management. Angelson graduated from Rutgers College, where he was elected to Phi Beta Kappa, and Rutgers Law School. He received an honorary Doctorate of Laws from the John Marshall Law School and the Harold H. Hines Award from the United Negro College Fund.


J. William Fulbright Foreign Scholarship Board
The J. William Fulbright Foreign Scholarship Board supervises the Fulbright Program and certain programs authorized by the Fulbright-Hays Act and for the purpose of selecting students, scholars, teachers, trainees, and other persons to participate in the educational exchange programs. Appointed by the President, the 12-member Board meets quarterly in Washington, DC. The Board establishes worldwide policies and procedures for the Program and issues an annual report on the state of the Program.

Carmen Estrada Schaye, Member, J. William Fulbright Foreign Scholarship Board
Dr. Carmen Estrada Schaye earned a doctorate in Institutional Management at Pepperdine University, preceded by two master’s degree and a BA cum laude from Cal State Northridge. She was an Assistant Professor at Cal State University. Estrada Schaye also served as a community college Dean of Academic Affairs. Estrada Schaye is the recipient of the California State Senate Woman of Distinction, which recognizes trailblazing women for their impact on their communities.

Estrada Schaye is currently the national first Vice President of Diversity for the National Women’s Political Caucus in Washington, DC. She conducts a monthly symposium on women’s issues featuring state and nationally prominent women and serves as a Commissioner for the LA County Small Business Commission. She is former Commissioner for Los Angeles County Women and Girl’s Initiative. Estrada Schaye teaches NWPC National Diversity Campaign Training and was instrumental in developing a nationwide curriculum for diversity campaign instruction. In Los Angeles she was recently the President of Center Theater Group Affiliates at the West Coast’s largest theater complex. She is a businesswoman who owns Historic Home Restorations, a company dedicated to the restoration and preservation of historic residences throughout the United States. She co-created and actively manages with her husband, Dr. Gordon Schaye, Grant Rivers Productions LLC in Los Angeles, devoted to the production of original films and TV programs.

Bill Freeman, Member, J. William Fulbright Foreign Scholarship Board
Bill Freeman serves as Chairman of Freeman Webb, Inc., a real estate investment, management, and brokerage company he co-founded with Jimmy Webb in 1979. The largest Tennessee-based owner/manager of multi-family and commercial properties, the company has been repeatedly recognized by local and national associations for their community and industry leadership. Prior to founding Freeman Webb, Inc., Freeman was the Director of Downtown Urban Development for the Metropolitan Nashville Development and Housing Agency.

A strong supporter of charitable and community organizations, he is the chairman of the Metropolitan Nashville Airport Authority Board of Directors and serves as a member of the University of Tennessee Alumni Board of Directors and the AOPA Presidents Council. Freeman has served on many other boards, including the Kennedy Center Advisory Committee on the Arts, where he was appointed by President Obama, and the Tennessee State University Board of Trustees, appointed by Governor Haslam. He is an alumnus of Leadership Nashville and served as Commissioner of the Nashville Convention Center. He was named Man of the Year by the Nashville Area Junior Chamber of Commerce and Father of the Year by the American Diabetes Association. A long-time Mason, he is a 32° Knight Commander of the Court of Honor and a two-time Past Master of Corinthian Masonic Lodge. Freeman is the former Treasurer for the Tennessee Democratic Party. Freeman and his beloved wife, Babs Tinsley Freeman, are proud of their three sons, Bob, Harvey, and Mike, and six grandchildren.

Jennifer Lin, Member, J. William Fulbright Foreign Scholarship Board
Jennifer Lin is the Managing Partner at Gonring Lin Spahn, a firm specializing in federal, state, and local government relations, issue advocacy, public relations, and strategic philanthropy. She began her career at DreamWorks SKG.

Lin resides in Los Angeles, California, and is active in her community. She is the Chair of the Exposition Park and California Science Center Board and serves on the board of EMILY’s List. She is also a member of the Board of Trustees of St. James Episcopal School. Lin is a graduate of the University of Southern California, where she received Bachelor of Arts degrees in Political Science and English.
