Michigan’s Child Development and Care (CDC) program provides scholarships (formerly subsidies) to eligible low-income families that help them to afford high-quality child care. The program is overseen by the Michigan Department of Lifelong Education, Advancement, and Potential (MiLEAP) Office of Early Childhood Education (ECE). The market rate survey and associated study of costs to provide high-quality care help policymakers set scholarship payment rates that ensure families using the scholarship have equitable access to high-quality child care, as well as inform the State’s plan for implementing the program and use of federal block grant funding.

MiLEAP contracted with Public Policy Associates (PPA) to conduct the 2023 Market Rate Survey (MRS) and analysis of the cost of providing high-quality child care. As an important step in the process of completing the study, MiLEAP is collecting stakeholder comments and feedback on the detailed report prepared by PPA.
