Upon arrival, we made contact with Suspecti#1, Witt, Troy Lee 10/07/1962 who was actively bleeding from the mouth and lips. Witt said he was involved in a road rage incident with Suspect#2, later identified as Rucki, David Victor 02/03/1963. Witt stated Rucki cut him off in traffic and admitted to later passing Rucki’s vehicle and “flipping him the bird” before cutting him off in return. Witt said Rucki followed him into Cub Foods and parked his vehicle behind Witt as he was parked legally in the lot. Witt said Rucki got out of his vehicle and confronted him by the cart coral, where they both exchanged in a verbal altercation. Witt said Rucki pushed him into the cart corral and then retumied to his vehicle. Witt said he then pursued Rucki, slamming his drivers’ door after he got into his car. Witt said he was “pretty sure” Rucki was completely inside his vehicle when he slammed the door, but he stated he could not be positive. Witt said Rucki then came after him and punched him once, knocking him to his knees. He said Rucki punched him two or three more times and then walked into Cub Foods. | made contact with Rucki as he exited the front doors of Cub Foods. Rucki gave the same description of Wit’s involvement in the road rage incident and admitted to following him into the parking lot to verbally confront him. Rucki said he had no intention of the incident becoming physical until Witt slammed the car door on him as he was getting into the vehicle. Rucki was insistent he only had one leg inside of the car when the door began to shut on him. Rucki felt Witt had assaulted him and he admitted to pursuing Witt and punching him in the face/mouth. Allina Paramedics responded to the scene and evaluated Witt's facial injuries. He was cleared at the scene with instruction to go to an emergency room as soon as possible to have his lip evaluated for sutures. | tock digital photographs of Witt’s injuries, downloaded and included them with this report. Rucki did not have any Visible injury to document. | made contact with Cub Foods to request surveillance video of the incident. The manager advised the camera was ‘not pointed in the direction of the incident and no part of it was recorded. At the time of this report, no witnesses have come forward related to this incident. ‘Witt and Rucki were each issued a citation for 5" Degree Assault and released at the scene.
