FBI Releases 2021 Hate Crime Statistics
The FBI's Uniform Crime Reporting (UCR) Program serves as the national repository for crime data voluntarily collected and submitted by law enforcement. Its primary objective is to generate reliable information for use in law enforcement administration, operation, and management. The 2021 hate crimes data*, submitted by 14,859 law enforcement agencies, provide information about the offenses, victims, offenders, and locations of hate crimes. Of these agencies who submitted incident reports, there were 10,840 hate crime incidents involving 12,411 offenses.
*This is the first year that the annual hate crimes statistics were reported entirely through the National Incident-Based Reporting System (NIBRS). As a result of the shift to NIBRS-only data collection, law enforcement agency participation in submitting all crime statistics, including hate crimes, fell significantly from 2020 to 2021. In response to this low participation rate, the FBI reopened their 2021 hate crime data collection, allowing law enforcement agencies who had not yet transitioned to NIBRS to submit data using the retired Summary Reporting System (SRS). The statistics below include hate crime data submitted through both NIBRS and SRS for 2021.
