The Washington State Office of Superintendent of Public Instruction (OSPI) seeks a Program Supervisor of Elementary Counseling within the Elementary Education, Early Learning, Special Programs and Federal Accountability Division. This position will provide statewide leadership and support to the elementary education system in support of the implementation of the comprehensive school counseling model. This full-time position is based in Olympia, Washington. This position may be eligible for partial telework schedule. OSPI is the primary agency charged with overseeing public K–12 education in Washington state. Position Overview

This position resides within the Elementary Education, Early Learning, Special Programs and Federal Accountability Office of the Superintendent of Public Instruction (OSPI) and reports to the Director of Elementary Education. This position will provide strategic leadership for priorities including but not limited to; supporting best practices for comprehensive school counseling programs, providing division wide leadership on social-emotional learning (SEL) content integration through hope science and other evidence-based practices, integrating Multi-Tiered System of Support (MTSS), and collaborating to support the whole child. The position works collaboratively within the division, as well as other OSPI partners, to vertically align professional development and technical assistance in the P–12 school counseling team, as well as, with many relevant state initiatives, such as behavioral health, SEL, MTSS, school climate, special education, hope science, and school improvement.  

This position, as a member of the Elementary Education team, works with all the elementary education content leads to provide a system that supports the whole child. This position will build and implement a work plan that makes progress on strategic goals for the agency including:

 

  • Equitable Access to Strong Foundations. Increase student access to and participation in high-quality early learning and elementary by amplifying and building on inclusive, asset-based policies and practices.

 

  • Rigorous Learner-Centered Options in Every Community. Provide all students with access to challenging coursework, culturally responsive and anti-racist curriculum, and pathways to graduation and beyond that meet their unique interests.

 

The position works collaboratively across OSPI, with partners and entities across the P–12 system, and with other statewide agency and organization partners to align professional development, resource development and technical assistance with policy changes and best practices for comprehensive school counseling programs. This position works in close partnership with the parallel position in the Secondary Education and Pathways Preparedness Division for the implementation and evaluation of specific school counseling activities required by the state legislature.

 

 

 

Key Responsibilities

This position will provide oversight, leadership, and guidance at the state level to support comprehensive school counseling programs. This position specifically aids in bringing educators and student support staff together to deliver programmatic expertise relative to the academic, career and social-emotional domains of school counseling, and supporting policy implementation efforts relative to enhancing comprehensive school counseling programs across Washington. Key responsibilities include, but are not limited to:

  • Support the transformation of P–12 education to a system that is focused on closing opportunity gaps, maintaining high expectations for all students and educators, promoting racial, social, and economic equity.
  • Collaborate with Secondary School Counseling staff to also support implementation of P–12 comprehensive school counseling programs.
  • Develop and implement an annual plan for professional development of best practices and policy updates via webinars, face-to-face visits, and regional and statewide workshops, networks, and presentations.
  • Provide technical assistance to statewide organizations, districts, schools, parents and concerned citizens on issues related to the whole child and SEL.
  • Participate in school counseling and student support program development, data analysis, program expansion, and evaluation of effectiveness.
  • Develop strategies for implementing newly enacted legislation with department staff of grades P–12.
  • Develop and manage contracts, interagency agreements, and grants. 
  • Manage a complex set of initiatives from policy creation to implementation in a timely manner. Develops policy, budget proposals and analysis of proposed and enacted legislation.
  • Demonstrate and promote individual and group interpersonal skills including but not limited to, listening for understanding, influencing, mediation, consensus building and collaboration.  
  • Contribute to a workplace that is fair, safe, professional, and free from discrimination or harassment.   
  • Foster and support the organization’s diversity goals by: 
    • Maintaining the highest standard of personal, professional, and ethical conduct. 
    • Researching, developing, recommending, and executing creative strategies to evaluate and improve systems and processes through an equity lens, aligned with the organization’s diversity goals and antiracist objectives
  • Collaborate on data analysis, management, and reporting for state and federal reports, accountability, and legal compliance.

 

Required Qualifications: 

  • Bachelor’s degree with major work emphasis in education
  • A minimum of three years of experience working in education 
  • A minimum of three years of experience related to project management 
  • Experience building, participating in, and leading collaborative teams and partnerships with diverse groups of internal and external stakeholders.
  • Knowledge of and experience applying equity and anti-racist approaches to education and system and school improvement.
  • Knowledge of the American School Counselor Association (ASCA) National Model for comprehensive school counseling programs, Washington’s Social-Emotional Learning Standards and the Washington Multi-Tiered System of Support model. 
  • Strong commitment to Washington state public education and the principles of trust, teamwork, collaboration, and customer service.
  • Experience of successful oversight and accountability for accurate and high-quality of project completion within expected timelines.  
  • Experience with operating within a budget, which may include budget planning, managing contracts, or grant management. 
  • Technical writing skills to support drafting of legislative reports, statewide guidance, and policy changes.
  • Ability to communicate effectively in both written and verbal forms to a broad and diverse audience, including public speaking to large groups.
  • Ability to facilitate meetings with diverse stakeholders representing different perspectives and interests.

 

Desired Qualifications: 

  • Demonstrated experience with implementing comprehensive school counseling programming aligned with the ASCA National Model.
  • Experience developing, implementing, and managing large scale grants.
  • Knowledge of the multi-tiered system of supports framework and processes.
  • Experience working and collaborating with state, regional, and local education agencies.
  • Experience using data to analyze and inform practice and policy.
  • Sound management practices, professional staff development, program planning, as well as, individual and group decision-making strategies.
  • Knowledge of state, regional, and national initiatives to develop supportive learning environments. 
  • Knowledge of principles of evaluation relative to school-based programs and services for youth, and successful experience in implementing such evaluations.

Compensation
The
 annual compensation for the position depends upon experience, educational background, and qualifications. Geographic differentials may be applied based on work location of successful candidate. Washington State offers a generous benefit package including health, dental and life insurance, retirement, and an optional deferred compensation program. Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
