On August 24 and 25, the Direct Potable Reuse (DPR) Expert Panel (AB 574) held its first public meeting to review the draft DPR regulations released in April 2021. The plan is for the full panel to meet three to four more times before mid-2022. There will also be a number of working group meetings for panel members to discuss certain aspects of the draft regulation, such as pathogens, chemicals, source control, new technology, and technical, managerial, and financial (TMF) capacity. AB 574 (Quirk), sponsored by WRCA and California Coastkeepers Alliance, requires that the regulations be complete by December 2023. It also states that an expert panel must be assembled to determine that the regulations are protective of public health. WateReuse California submitted comments on the proposed criteria and will continue to engage in the process. During the August 25 meeting, Division of Drinking Water staff announced that they propose changing the draft DPR regulations to allow the ozone-biological activated carbon (BAC) treatment process, or another treatment process, to be included after the reverse osmosis process in the DPR treatment train.
