Position Description

Recognizing the impact of investing in early childhood development, Harris County Commissioners Court has identified "Expanded access to affordable, quality childcare" as a priority outcome for Harris County.  Leading this effort will be the Director, Early Childhood Initiatives.  

The Director will lead and coordinate the vision, strategy, implementation, monitoring, and reporting of early childhood initiatives, including the management of a portfolio of early childhood funds and associated grant administration and compliance.

The Director will be charged with creating the overall structure, systems, and procedures to facilitate program excellence in addition to holding operating responsibility for fiscal, legal, and programmatic aspects of selected programs.  Additionally, the Director will lead the coordination of efforts supporting young children across County departments as well as external stakeholder engagement with other local jurisdictions, nonprofits, child care providers, and other early childhood organizations.

Duties and Responsibilities:   

  • Ensures successful implementation and evaluation of Early Childhood Impact Fund initiatives.
  • Manages the development, implementation, and evaluation of additional Harris County programs or initiatives related to child care, early childhood education and development, including those funded by American Rescue Plan Act (ARPA) Coronavirus Local Fiscal Recovery Funds.
  • Develop recommendations to improve the well-being of young children and their families in Harris County.
  • Works to improve coordination, collaboration, and communication between internal and external stakeholders.
  • Promotes efforts to integrate early childhood systems and improve the collective impact of early childhood programs and services in Harris County.
  • Conducts periodic county-wide needs assessments on the quality and availability of early childhood education and development programs and services from birth to school entry.
  • Develops recommendations on how to increase participation in child care and early education programs, including outreach to underrepresented and special populations.

Requirements

Education and Experience:  

  • Master's Degree in Early Childhood Education, Public Health, Social Work, Public Administration, Business Administration, or related field from an accredited college or university
  • Five (5) years experience in program management, policy development, or organizational leadership with an emphasis on child care, early childhood development, or early childhood education

Knowledge, Skills, and Abilities:  
  • Understanding of child care economics and ecosystems.
  • Familiarity with early childhood development and early childhood education best practices.
  • Ability to manage external stakeholders, facilitate strategy development, and build a shared vision.
  • Ability to manage multiple projects and follow through on tasks.
  • Proficiency in preparing accurate reports, analyzing data, and interpreting information.
  • Ability to work in a multi-cultural, interdisciplinary environment and with diverse community-based agencies.
  • Ability to communicate well orally and in writing.
  • Ability to appropriately manage confidential information.
  • Ability to lead and manage a team.
  • Ability to exercise independent judgment and make sound decisions.
  • Ability to understand, support, and comply with federal grant requirements and organizational policies.
  • Willingness and ability to be flexible with hours in order to carry out the responsibilities of the position.

  • This job operates in a professional office environment. 
  • This role routinely uses standard office equipment such as computers, phones, photocopiers.
Physical Demands:

 Reporting Relationships 
  • Reports To Position: Managing Director Strategic Initiatives, Office of County Administration
  • Supervises Positions: Manager, Early Childhood (2 positions), and Analyst, Early Childhood (1 position), additional roles pending Commissioners Court approval

Employment is contingent upon passing a background check and drug screen.
