Job Specifics

Minimum Qualifications Candidate must have the following for appointment:

Non-Competitive: bachelor’s degree and five years of professional research experience in an appropriate field. –

Substitutions: master’s degree in an appropriate field may substitute for one year of experience, and Ph.D. in an appropriate field may substitute for an additional year of experience.

Examples of acceptable degree fields are Epidemiology, Sociology, Biostatistics, Public Health, Biology, Psychology, Mental Health Counseling, Health Administration, Addiction Studies, Education, Human Services and other related field.

Preferred Qualifications:
-Master’s or Doctoral degree in epidemiology, public health, public policy, statistics/biostatistics, public administration or closely related field
-Intermediate or advanced knowledge of SAS, geographical information systems (GIS) and Tableau
-At least 2 years’ experience integrating health equity principles into surveillance, epidemiology and research
- At least 2 years’ experience analyzing population-based survey data
- At least 2 years’ experience in chronic disease surveillance, epidemiology or research
- At least 2 years’ experience with supervision of research and data analysis staff

Duties Description The Research Scientist 4 directs the Epidemiology and Needs Assessment Unit’s functions that include, but are not limited to:

• Monitoring and assessing prevalence instruments such as the National Survey on Drug Use and Health (NSDUH), Youth Risk Behavior Surveillance System (YRBSS), Behavioral Risk Factor Surveillance System (BRFSS).

o Create data products that highlight the findings that are relevant to New York State and the work of OASAS.

• Designing and implementing OASAS-sponsored prevalence surveys.

o Includes creation of survey instrument, selection of survey vendor, and project management of survey implementation.

• Collecting and analyzing public health data related to the consequences of addiction (e.g., overdose mortality, motor vehicle injuries and deaths, newborns with neonatal withdrawal symptoms, etc.)

o Create data products that highlight the findings that are relevant to New York State and the work of OASAS.

• Working with OASAS subject matter experts to design and implement surveys of providers and programs.

o Includes creation of survey tool, distribution of surveys to providers and/or programs, responding to provider/program inquiries, following up with delinquent providers, and analyzing results.
