Definition: Proportion of countries whose domestic government and donor expenditure on PHC increased or remained stable.
  • Numerator: Number of WHO Member States whose domestic government and donor expenditure on primary health care increased or remained stable.
  • Denominator: Number of all WHO Member States with relevant data on the WHO Global Health Expenditure Database (GHED) from 2018 until the most recent reporting year.
Method of estimation:

Step 1) Retrieve relevant data from the WHO GHED for all WHO Member States.

  • Primary Health Care (PHC) Expenditure per Capita in US$
  • Domestic General Government Expenditure on PHC as % PHC
  • External Expenditure on PHC as % PHC

Step 2) Limit analysis to countries that have complete data available from 2018 through the most recent reporting year.

Step 3) Calculate the domestic and donor spending on PHC per capita USD for each year and round to the nearest whol number.

Step 4) Calculate the percent change in domestic and donor spending on PHC per capita USD for two consecutive years (e.g., 2018-2019, 2019-2020, etc.).

Step 5) Categorize into Increased, Stable, or Declined based on the percent change (“Stable” is defined as 0% change between the two consecutive years).

Limitations: Not all countries have primary health care expenditure estimates in the WHO Global Health Expenditure Database (GHED). The production of national health accounts requires strengthening.
