Pappas Introduces Bill to End Federal Taxes on PFAS Remediation

After listening to the concerns of First District constituents, Congressman Chris Pappas (NH-01) has introduced new legislation, theNo Taxation on PFAS Remediation Act, which would remove federal taxes on per- and polyfluoroalkyl substances (PFAS) contamination reimbursements.

Pappas has heard from constituents with private wells who used New Hampshire’s PFAS Rebate Program for out-of-pocket costs to address PFAS contamination in their water. These individuals spent their own money and received a rebate but were later informed the state’s payment would be considered taxable income by the Internal Revenue Service. Pappas’s legislation would fix this issue by removing PFAS contamination reimbursements as taxable income.

“No one spending their hard-earned money to ensure that their water is safe to drink should face an added tax burden from the federal government,” said Congressman Chris Pappas. “I’ve heard from many of my constituents who did the right thing to safeguard their health, but when tax season hit, the bill came due. That is wrong, and we’re going to do something about it. This common-sense legislation would end federal taxation of PFAS contamination reimbursements. I urge the House to take up this legislation to stop penalizing families for keeping their drinking water safe.”

Pappas has been a leader in addressing PFAS and fighting for better standards, increased investment, and a stronger national focus on the issue of PFAS contamination. He has introduced the Clean Water Standards for PFAS 2.0 Act, which would further regulate PFAS by setting deadlines for the Environmental Protection Agency (EPA) to develop water quality criteria and limits on industrial PFAS discharges into water and to water treatment plants. Heeding Pappas’s call, the Biden Administration recently announced it was establishing enforceable Maximum Contaminant Levels for certain PFAS chemicals in drinking water.
