Good afternoon,
Our office has been receiving several questions regarding how enrollment reporting and count days will be impacted by the statewide school shutdown. Below are the responses to the most common.
- What enrollment will serve as the basis for state apportionment funding?
March apportionment will be based on actual enrollment reported as of March count day through the P223 and P223H.
For P223 and P223H enrollment reporting for April, OSPI will be using a projected enrollment based on the February 2020 count with an adjustment factor applied.

There will be no April count day and districts should not submit an April P223 or P223H.
- If my district had an Alternative Learning Experience, Running Start, Open Doors, or Work Based Learning Program that operated fully prior to and during the shutdown, will I be able to submit actual enrollment counts for April?
--> For programs that operate during the COVID 19 school closure period including Alternative Learning Experience, Running Start, Open Doors, and Work Based Learning, districts can continue to keep a record of their actual April enrollment for potential reporting at a later date.
However, for funding, monthly apportionment during the school closure period will be based on the projected enrollment calculated for ALL programs until schools reopen.
--> Programs that are not in full operation are not required to meet the enrollment reporting requirements for April for state funding. See response to prior question regarding state funding.
- When will the first enrollment count day fall after schools re-open?
OSPI will determine the appropriate count day once we are certain of the date that schools reopen.

In the message this link Projected Enrollment for Remaining Months of the 2019-20 Standard School Year will allow you to see the apportionment available for Open Doors for your district based on the prior year trends and the February count. Across the state we typically see an increase in enrollment in Open Doors in April and that is reflected.
Programs are encouraged to track the students they are continuing to serve. Track those students who are meeting all the Open Doors apportionment requirements and those who are continuing their education and meeting their minimum attendance period requirement through an alternate means.
Across the country people who serve Opportunity Youth are working together to answer these questions and many others:
- How are you providing online group instruction and with what platform?
- Do you have curriculum that you’re converting to online or are you adopting something new?
- What’s your strategy for maintaining relationships?
- How are you ensuring that your students have meals, housing, counseling, and other wrap around services?
- What agencies have you identified to support services for online at-promise students?
- How does your Department of Labor partner continue to provide youth services?
