Annual Reporting


Portal Access for Annual Reporting

Open Doors Youth Reengagement Annual End of Year Report is OPEN for the 2018-19 school year!

The improvements to the application start with being able to download a template pre-populated with your students' demographic information directly from the application.

  • Sort the students by unique program code if you have more than one program
  • Send through your normal secure means for the program to complete the report with student outcomes
  • Return, then Upload

The due date for districts to submit all youth reengagement data will be NOVEMBER 4, 2019.
This allows programs one month to submit data to the district and one month for districts to verify the data.

The reporting application is accessed through EDS and is listed in the application as "Youth Reengagement".

--> Remember, if student data is missing or inaccurate in the EDS application, you must fix the data in CEDARS and then wait overnight for the application to refresh with the updated information!

Purpose of Annual Reporting: How do we use this data at OSPI?

Data from these reports help us verify and support programs in a variety of ways: 

  • Verify types of program outcomes as compared to approvals
  • Study frequency of types of IAPs
  • Provide support for programs with few IAPs or credits
  • Celebrate programs that have multiple IAP paths and credits - and graduates!

Now that we have four years of student level data, we can begin the work of establishing some norms and state averages for program types and student outcomes. It is important that we have data to help tell the story of the great work happening in our state around youth reengagement and the potential of Opportunity Youth. Further, we also use this data to inform our continued policy work on multiple pathways to graduation and to provide school improvement supports. Thank you!


2019-2020 AAFTE Rates for funding

Open Doors/ Reengagement programs are funded at the Running Start Rate. This year's rates are as follows:

  • Nonvocational RS AAFTE: $8,503.15 (all programs)
  • Vocational RS AAFTE: $9,470.11 (vocational courses at college/skills center programs only)

There is no vocationally-enhanced funding for K-12 school district programs.

Compliance Reviews

OSPI is required to provide compliance reviews to support new and existing reengagement programs, and so we have developed a schedule to review 20-25 programs this year. The general geographic distribution for these visits is below. 
~ Programs are generally contacted 1-2 months in advance of reviews.

  • September: S Puget Sound
  • October: Central WA, Central Puget Sound
  • November: Kitsap/Olympic Peninsulas
  • December: S Puget Sound
  • January: SW WA
  • February: NW WA
  • March: S Central WA, SE WA
  • April: E Central WA
  • May: NE WA
