About The Governor

Phil Murphy, as he says, “grew up in a family that was middle class on a good day.” That has shaped Phil’s values, his priorities, and the kind of governor he will be.

Religion, basic values, work ethic, education, and civic awareness were pillars of family life. His father never graduated from high school, his mother worked as a secretary; they inspired Phil and his three siblings to pursue their educations and be active participants in civic life.

Phil put himself through Harvard on loans and part-time jobs. After earning a graduate degree at the Wharton School at the University of Pennsylvania, he started his career at the bottom, working his way up to help lead a major international business by learning how economies grow and create jobs.

Phil has helped lead local charities to support troubled teens and domestic abuse survivors, and these groups have changed thousands of lives for the better. Nationally, Phil served proudly as New Jersey’s sole representative on the board of the NAACP, the world’s oldest civil rights organization. He served as Finance Chair of the Democratic National Committee, helping Howard Dean on the “Fifty-State Strategy” that rebuilt the Democratic Party from the grassroots up; that effort helped return Congress to Democratic hands in 2006 and elect President Barack Obama in 2008. Phil also has led national and state task forces on education and public employee pensions and benefits.

In 2009, Phil answered President Obama’s call to service and became the U.S. Ambassador to Germany after his confirmation by the U.S. Senate. After returning home in 2013, Phil and his wife, Tammy, saw our state falling behind. They couldn’t sit by and watch hard working families struggling to stay even, much less get ahead. They founded New Start New Jersey as a “think and do” organization to rebuild the state’s economy from the middle class out — New Start New Jersey partnered with the Heldrich Center for Workforce Development at Rutgers University to create the New Start Career Network, which is helping older, long-term unemployed residents once again actively compete for good jobs.

As governor, Phil will make New Jersey more fair and just for all residents. His vision would grow the middle class and jumpstart the state’s economy by targeting investments in people and infrastructure, reclaiming New Jersey’s mantle as a center of the STEM and innovation economies, protecting working families by raising the minimum wage and expanding earned sick leave for all, and protecting the middle class with real tax fairness.

Phil and Tammy live in Monmouth County and are the parents of Josh, Emma, Charlie, and Sam.

Key Initiatives in Jersey City & Across NJ

Economy & Jobs

Governor Murphy’s primary focus is building a stronger and fairer economy that works for every New Jersey family. Since the recession, incomes have been stagnant while costs of living continue to rise, making it difficult for middle-class and working-class families to get by, much less get ahead. Governor Murphy believes in strengthening our economy by reigniting the innovation economy that made New Jersey the Silicon Valley before there was a Silicon Valley, and investing in infrastructure to take advantage of our location between two major markets. He is committed to making New Jersey’s economy fairer by raising the minimum wage to $15 an hour, expanding protections for workers such as paid sick leave, and providing tax relief to working families. Governor Murphy will also institute a renewed focus on workforce development, vocational training, and apprenticeship programs so that workers will have the skills they need to meet employers’ requirements.

Education

Our state’s economic future depends on giving our children the education they need to succeed in a 21st-century economy where they will be competing with workers around the globe. While New Jersey is blessed with some of the best public schools and educators in the nation, significant disparities exist within our educational system. Governor Murphy is committed to fully funding the existing school funding formula, which was held up as a national model when passed, and opposes the unnecessary usage of standardized tests, particularly as graduation requirements. And money should never be a barrier to students who have the ability and drive to go to college, which is why he will work towards making community college free and four-year college more affordable.

Environment

Governor Murphy recognizes that climate change is a fact and an existential threat to our state and that the effects are already being felt along our shoreline. While this is a crisis to be addressed, it is also an opportunity to build a clean energy economy with good-paying green jobs. Governor Murphy will seize this opportunity by restoring New Jersey’s participation in the Regional Greenhouse Gas Initiative and putting New Jersey on a road to 100 percent clean energy by 2050. He will accelerate the development of renewable energy sources by promoting solar energy and jumpstarting our offshore wind industry, where New Jersey should be a national leader given its location. In addition, he will ensure that our environmental efforts are appropriately focused on low-income communities who are disproportionately impacted by pollution, and protect the quality of our air and water supply.

Health

Governor Murphy believes that health care is a right, not a privilege, and will work to ensure that all New Jerseyans have access to affordable health care. The Affordable Care Act was a huge step in the right direction and reduced the uninsured population in the state by hundreds of thousands, and Governor Murphy will defend it against all attacks in Washington. He will fight back against any attempts to slash Medicaid funding or end the Children’s Health Insurance Program, which are crucial to many New Jerseyans. And Governor Murphy is committed to taking action at the state level to make health care more affordable and accessible.

Law & Justice

New Jersey has the shameful distinction of having the largest black-white incarceration gap of any state in the country. Governor Murphy will address this problem by bringing law enforcement and the community together, as he did when he brokered the first meeting between the head of the state PBA and the state chapter of the NAACP. He will end mass incarceration by pursuing the legalization of marijuana and comprehensively reviewing all criminal sentencing laws. Governor Murphy will also ensure that all of our communities are safe. That includes defending our immigrant communities that are being targeted by the federal government by ensuring that all New Jersey residents facing detention or deportation have access to legal representation. And he will also sign common-sense gun safety measures in order to stem the epidemic of gun violence that plagues our state.

Transportation

One of New Jersey’s greatest assets is its location, with access to two of the largest markets in the world. However, our state has squandered this advantage due to a failure to make the necessary investments in its infrastructure. The two current rail tunnels under the Hudson River are over 100 years old and rapidly deteriorating. After the termination of the Access to the Region’s Core project, which would have resulted in the opening of two new tunnels this year, Governor Murphy understands that the replacement Gateway Project is essential and will do everything possible to support it. Additionally, NJTransit has suffered from severe underfunding and mismanagement, which has seen fares soar while the quality of service and safety has declined sharply. Governor Murphy is committed to turning NJTransit around by ensuring that funding is adequate, improving customer service, and putting transportation experts in charge.

Steven Michael Fulop is the 49th and current Mayor of Jersey City, New Jersey – named the most diverse city in the nation and the soon-to-be largest city in New Jersey.

Since Mayor Fulop took office in 2013, Jersey City residents have seen four consecutive years of stable taxes and four consecutive credit rating upgrades. Meanwhile, more than 300 new police officers have been hired, nearly 1,500 units of affordable housing built or approved, recreation expanded with nearly 30 new programs, and more than $6 million invested in parks and open space.

During his time in office, Mayor Fulop has shown what smart, progressive leadership can accomplish – and opened a new chapter for Jersey City.

Under his leadership, Jersey City became the first city in the state – and the 6th city in the country – to ensure paid sick leave. Mayor Fulop has pioneered new ideas for helping prisoners re-enter society; he’s passed legislation to protect small businesses and encouraged more to open shop; made Jersey City one of the greenest cities in the nation. He’s undertaken sweeping public safety reform, with the JCPD now seen as a model for diversity around the nation. And Mayor Fulop has led the city to record economic development that’s benefited families of all income levels. All without raising taxes.

Mayor Fulop is a first-generation American, a lifelong New Jerseyan, a Marine, and a triathlete. He grew up in a Jewish family in Edison, New Jersey, the son of Romanian immigrants. His mother was the daughter of Holocaust survivors and worked in an immigration services office helping others gain citizenship. His father owned a delicatessen nearby in Newark, where Mayor Fulop worked behind the counter as a teenager.

Mayor Fulop graduated from Binghamton University in 1999 and spent time abroad studying at Oxford University in the UK. After college, he joined Goldman Sachs, the investment banking firm, working in Chicago and later in Manhattan and Jersey City. On the morning of September 11, 2001, Mayor Fulop was working in lower Manhattan when he saw the first plane strike the Twin Towers. A few weeks later, he decided to put his career at Goldman Sachs on hold and join the United States Marine Corps.

Mayor Fulop’s Reserve Unit deployed to Iraq in January 2003. There, he served as part of the 6th Engineer Support Battalion. He traveled into Baghdad during the early weeks of the war. In 2006, Mayor Fulop completed his service to the Marine Corps Reserve with the rank of Corporal.

In 2005, Mayor Fulop was first elected to public office as the councilman representing downtown Jersey City. He served as a councilman for eight years before becoming Mayor.

Mayor Fulop is an avid runner and triathlete. He ran the NYC Marathon in 2012, raising money for the Hudson County Child Abuse Prevention Center. He also competed in the Ironman Championship in NYC that year to raise money for veterans.

The Mayor’s Office is the Executive Branch of local government.  With about a dozen employees led by the Chief of Staff, the Mayor’s office coordinates with each department and agency across the city, as well as works with the city council and confers with residents, local businesses and other key stakeholders to set forth various policy, laws and regulations to move the city forward.

Philip F. McGovern Jr. is the Managing Partner of the Jersey City Office of Connell Foley and a member of the firm’s Executive Committee. From initiating the firm’s initial key expansion into Jersey City 15 years ago to a vision for continued growth in New Jersey and New York, Phil applies a keen business sense in identifying opportunities — both for Connell Foley as well as for his clients. A savvy transactional attorney, he concentrates primarily on commercial real estate and corporate transactions, real estate development, land use, complex commercial financing and commercial leasing.

Phil has served as national real estate counsel to Telcordia Technologies and outside real estate counsel to New Jersey Natural Gas Company. He is also general corporate counsel to numerous mid-cap companies in New York, New Jersey and Pennsylvania, where he works on entity formation, financing, contractual negotiation, acquisitions/dispositions and succession planning.

During the course of his career, Phil has assisted several large organizations in significant development projects across the United States. Among these, he represented Mack-Cali, Inc. in the assemblage, joint venture and ultimate development of its most significant residential real estate project in Jersey City, and he advised the United Parcel Company in connection with the acquisition and development of its worldwide communications facility in Mahwah, New Jersey. Jersey City is moving forward with development of its west side, along the Hackensack River. The project is one of the largest redevelopment projects and includes 95 acres of land that has been remediated and is controlled by the City.

Annisia Cialone serves as the Director of the Department of Housing, Economic Development and Commerce (HEDC) for The City of Jersey City. Prior to her appointment as the Director of HEDC, she served as the Director of the Division of City Planning.

Laurent Morali is the President of Kushner. Mr. Morali began his career in finance in July 1998 with French banking group Credit Lyonnais in Seoul, Korea. In January 2000, he joined the structured real estate finance team of Credit Lyonnais in Paris where he was directly involved in the LBO of France’s largest developer.

Mahbod Nia

Chief Executive Officer

Mahbod Nia currently serves as the Chief Executive Officer of Mack-Cali Realty Corporation and has served as a member of the Board of Directors since June 2020.

 

Previously, Mr. Nia was Chief Executive Officer of NorthStar Realty Europe Corp (“NRE”), a NYSE listed REIT focused on European properties from 2015 to 2019. He also served as a member of NRE’s investment committee and board of directors from 2018 to 2019. From 2017 to 2019, Mr. Nia was also a Managing Director at Colony Capital Inc. (formerly Colony NorthStar) and member of the European Steering Committee.

 

Mr. Nia served as Managing Director, Head of European Investments of NorthStar Asset Management Group (“NSAM”) from 2014 to 2017, where he worked to establish the company’s European investment platform, rapidly growing it to $2.6bn in Assets Under Management across 9 countries and 5 asset classes. This platform was spun-off in 2015 to create NRE, which was sold to AXA Investment Managers – Real Assets in September of 2019, realizing a 16% IRR for shareholders since its inception. Prior to joining NSAM in 2014, he acted for PanCap Investment Partners, a European real estate investment and advisory firm. From 2007 to 2009, Mr. Nia was a Senior Executive Director at Goldman Sachs. Prior to 2007, he served in various positions at Citigroup Inc. (formerly Salomon Brothers). He received a First Class Honours degree in Economics for Business from the University of Westminster (London, UK) and a Master’s degree in Economics & Finance from the University of Warwick (Warwick, UK).

 

Mr. Nia’s qualifications to serve as a director include his years of experience spanning real estate investment, debt and advisory, his intimate knowledge of the real estate investment management sector, his time as CEO of a publicly traded REIT, and his experience in successfully selling a publicly traded REIT.

Biography

Council President Joyce Watterman attended Somerset Christian College with a Bachelor of Arts Degree in Organizational Leadership and Associate of Arts in Biblical Studies, and then went on to graduate with her Master of Arts in Organizational Leadership from Pillar College. Joyce is the founder of the H.O.P.E summer program for children which presents a safe, caring and educational environment. She is the founder of Women Working Together for change; a program which empowers women physically, emotionally, economically and politically. Joyce has been a volunteer Chaplin for over 30 years at Eastern State Prison and 8 years at Clinton State Prison. Joyce and her husband are the founders and Pastors of Continuous Flow Christian Center, where they bring life-changing words of strength for today and hope for tomorrow.

Joyce is the Council President for the City of Jersey City. She serves as a Planning Commissioner, Chairs the Disabled Parking committee, serves as a member of the Affordable Housing Trust Funds, the Budget Committee, The Jackson Hill Main Street SID, Dissolution of Parking Authority, Chairs the Street Naming and Re-naming committee, Chaplin for the Hudson County Sheriff’s Department, member of NAACP, Licensed Realtor, Co-Chairperson of Diversity and Inclusion Advisory Board, and former President of the Women Political Caucus of Hudson County.

George Garcia focuses his practice on redevelopment law and municipal land use matters in urban and suburban areas throughout New Jersey. With more than 17 years of experience, he regularly prepares development applications, appears before planning, zoning and historic boards throughout the state and prepares resolutions of approval on various land use matters. George also concentrates on preparing and prosecuting condominium applications and public offering statements within the tri-state area.

With extensive knowledge of the technical requirements involved in establishing rehabilitation and redevelopment zones under the Local Housing and Redevelopment Law, George represents clients in the creation of redevelopment areas and plans. He regularly negotiates and drafts redevelopers’ agreements and negotiates on behalf of private clients with redevelopment agencies throughout New Jersey for large scale projects ranging in capital deployment of $25 million or more. George has significant experience preparing, negotiating and presenting long-term tax abatement applications to city councils on behalf of developers.

George has also represented municipalities as a zoning board attorney, providing input on long-term zoning and redevelopment plan implementation. In addition, he advises and guides clients through the zoning and land use process associated with identifying locations to establish cannabis-related businesses.

George has obtained permits and land use approvals for over 5,000 residential units and more than one million square feet of retail, and has worked on several hotel projects. He is currently working with his client on the construction of the largest residential tower in the state of New Jersey.

In 2010, George served as a member of Governor Chris Christie’s Transition Team, Department of Community Affairs. He currently serves as a Commissioner on the Higher Education Student Assistance Authority and frequently lectures on tax abatement and land use for the New Jersey Redevelopment Authority. Committed to community service, George was a founding board member of the Jersey City Global Charter School.

Mr. Marshall is a co-founder and Managing Partner of (“BRP”) Companies, a vertically integrated owner, operator, developer and manager of transit-oriented, mixed-use, multifamily properties in the NY Tri-State area. With over 50 employees and a track record of $1.7 billion of completed real estate projects, the firm has an additional $1.3 billion in transactions currently under
development. Mr. Marshall is responsible for executing BRP’s investment strategy including deal origination, acquisition, finance and development. He has also led the firm’s strategic partnership initiatives such as the firm’s decade long partnership with Goldman Sachs Urban Investment Group and BRP’s active relationships with all of the New York City Agencies.

Prior to co-founding BRP, Mr. Marshall was a Managing Director at Musa Capital Advisors, an emerging markets private equity and financial advisory firm based in New York City. Musa Capital managed a Separate Account for Kingdom Holding Africa, HRH’s Prince Alwaleed Bin Talal’s Investment vehicle for Sub-Saharan Africa. At Musa Capital, Mr. Marshall was instrumental in executing cross-border transactions including the $37 million development of a mixed-use office complex and mall in Harare, Zimbabwe. Mr. Marshall also led successful investments in the Telecommunications and Financial Services sectors. Prior to Musa Capital Advisors, Mr. Marshall was a Senior Associate at Wasserstein Perella & Co., an investment banking firm based in New York City. While at Wasserstein, Mr. Marshall was an integral member of the firm’s Telecommunications and Media, Mergers and Acquisitions practice, where he assisted in transactions exceeding $15 billion.

Mr. Marshall is a Founding Member of the Council of Urban Professionals (“CUP”), and is a Member of the Executive Board of the New York State Affordable Housing Association (“NYSAFAH”). Mr. Marshall also proudly serves on the Boards of Enterprise NYC Advisory Board and Citizens Housing and Planning Council since 2018, and is a Trustee of Xavier University of Louisiana.

Mr. Marshall holds a Bachelor of Science degree in Electrical Engineering from Boston University and a Master of Business Administration in Finance and International Business from Columbia Business School.

PROJECT PROFILE

Jersey City is moving forward with development of its west side, along the Hackensack River. The project is one of the largest redevelopment projects and includes 95 acres of land that has been remediated and is controlled by the City.

Government Leaders have considered multiple options for “Bayfront”, which is located adjacent to Society Hill on Route 440.

Up to 8,000 residential units are proposed with Mayor Fulop supporting affordable housing that will be located on site. The Mayor has recently expressed this desire about Bayfront: “Preserving and increasing the amount of affordable housing throughout the city is a major priority, as our community continues to grow.”

Anna Malhari serves as chief operating officer. She directly supports the chief executive officer and is responsible for Veris Residential’s operations. Ms. Malhari leads the firm's ESG efforts and has spearheaded a number of initiatives at the property and corporate levels. Under Ms. Malhari’s leadership, Veris Residential became the first U.S. real estate company to endorse the Climate Group’s EV100 initiative and became a signatory to the UN Global Compact and other initiatives. Prior to joining Veris Residential in 2021, Ms. Malhari was a vice president at Colony Capital, Inc., where she was responsible for NorthStar Realty Europe’s capital markets activity and was closely involved in the company’s investment and management activities. Prior to this role, Ms. Malhari held various investment positions at NorthStar and Peakside Capital.
