TSC Membership Elections

The OpenHPC Technical Steering Committee (TSC) is comprised of a variety of roles including maintainers, component development representative(s), end site-user representative(s), integration test coordinator(s), and a project leader. Together, the TSC forms the primary technical governing body for the community project. The following highlights the process for TSC membership.

Duration: TSC membership terms are for one year in duration. Terms presently begin on July 1st of each calendar year. Elections are held during the month prior to a new term beginning (June).

Nomination: TSC candidates may either self-nominate or be nominated by others from within the community. When a candidate is not self-nominated, the current project leader must contact the nominee prior to the voting process in order confirm interest and willingness to serve on the TSC. All nominees are asked to provide a current CV for dissemination among voting members and to highlight potential conflicts of interest. The above documents are to be emailed to tsc-nominations@OpenHPC.groups.io.

Term Limit: There are no hard term-limits imposed on TSC membership. However, voting members should seek to promote diversity in representation from new members and a range of organizations while also maintaining sufficient TSC institutional carry-over.

Min/Max # of members: There is no set maximum target. During each annual voting cycle, voting members will set a target minimum number of TSC members for the upcoming year and desired areas of expertise. There is no set maximum (or minimum) number of members allowed from a given institution.

Member withdrawal: If a member is unable or unwilling to complete the duration of their term, they may withdraw from TSC participation by notifying their intent to the current project leader. If the withdrawal causes TSC membership to fall below the desired minimum participation level, the remaining TSC can, at their discretion, take nominations and vote to replace the departing member mid-term.

Member affiliation change: TSC representation is granted to an individual. If any member of the TSC changes their employment affiliation during their term, they may continue to serve on the TSC so long as their new employer supports their active participation.

Member suspension: the TSC reserves the right to suspend TSC membership and voting rights to an individual in cases where warranted to maintain community progress and avoid conflicts of interest. Suspension of a TSC member requires a quorum vote (half the TSC members + 1).

Participation Expectations: the OpenHPC community at large benefits tremendously from the experience and diverse backgrounds of the individuals comprising the TSC. Consequently, TSC members are expected to attend and engage in the majority of scheduled TSC meeting events and respond in a timely fashion via electronic communication channels. TSC members are expected to act respectfully with each other and community participants. Voting: The election process for TSC members shall be completed during the month prior to beginning a new term. All current TSC members are eligible to participate in the voting process for the next TSC term and will receive CVs for nominees.

TSC voting procedures follow the rules set forth in the OpenHPC Charter (Sec. 6). For TSC elections, voting members will cast yea/nay/abstain votes for each proposed nominee.

In the event that the target minimum number of TSC members is not achieved based on initial selection, the current TSC must reconvene to determine a mechanism to achieve the desired minimum or approve proceeding as is.

Project Leader: Once the TSC members have been elected for a new term, the TSC shall elect a Project Leader, who will also serve as a voting member of the Governing Board (Sec. 3a of OpenHPC Charter), and is expected to act as a liaison between the Governing Board and technical leadership of OpenHPC. Nominees for Project Leader can be nominated by anyone in the TSC, including themselves. Newly elected TSC members will cast a single vote for their choice from available nominees to select the Project Leader following voting rules set forth in the OpenHPC Technical Steering Committee (Sec. 6). Election of the Project Leader must be completed within the first month of a new term. The current project leader will serve their term until a new one is duly elected.
