U.S. Department of State Recognizes 46 Hispanic-Serving Institutions as Fulbright HSI Leaders

In carrying out the U.S. Government’s efforts to support Hispanic-Serving Institutions (HSIs) both in policy and practice, the U.S. Department of State recognized 46 HSIs as “Fulbright HSI Leaders” for their engagement with and promotion of the Fulbright Program during the 2022-23 academic year. 

Recognized HSIs host Fulbright Foreign Language Teaching Assistants and Fulbright Scholars-in-Residence, who teach in HSI classrooms, and other international Fulbright Students and Scholars. They also promote Fulbright opportunities on campus, and have had students, faculty, and staff receive Fulbright Student, Scholar, and Specialist awards to study, teach, or conduct research abroad. 

The following institutions were recognized according to their size and educational offerings. 

Doctoral Universities, which confer a significant number of doctoral degrees each year: 

  • Arizona State University

  • University of Arizona 

  • California State University, Fresno 

  • San Diego State University 

  • University of California, Irvine 

  • University of California, Merced 

  • University of California, Riverside 

  • University of California, Santa Barbara

Associates Colleges, which confer primarily associate level degrees:

“Representation matters and pairing the world-class educational opportunities that Hispanic Serving Institutions provide with the power of Fulbright further enriches the experiences and educational opportunities for students and scholars both at home and abroad,” said Lee Satterfield, the Assistant Secretary of State for Educational and Cultural Affairs. 

On November 9, the U.S. Department of State will host a virtual workshop featuring representatives from Fulbright HSI Leaders who will share best practices to engage and support students and faculty, increase the global footprint on campus through the Fulbright Program, host international Fulbright students and scholars, and build international networks.  This event is open to the public and is specifically designed for faculty, staff, and stakeholders at HSIs.  

The Fulbright Program is the U.S. Government’s flagship international academic exchange program with a longstanding commitment to diversity, working to ensure that participants reflect the United States and societies abroad.  The Fulbright Program works closely with the Hispanic Association of Colleges and Universities (HACU) to promote international exchange opportunities to staff, students, and faculty at HSIs.  This year’s Fulbright HSI Leaders were announced at the HACU Annual Conference in Chicago.  Fulbright also works with Historically Black Colleges and Universities, the National Clearinghouse on Disability and Exchange, the American Association of Community Colleges, Diversity Abroad, and many more organizations. 

Fulbright Program alumni have also taken significant roles in the HSI community.  This year, Dr. Mildred García, who participated in Fulbright exchanges to Jordan, Oman, and France, was appointed as Chancellor of the California State University system – the first Latina to lead the nation’s largest four-year university system.   

Since 1946, the Fulbright Program has provided more than 400,000 students, scholars, artists, and teachers from all types of institutions the opportunity to study, teach, and conduct research abroad.  Fulbrighters build connections, gain experience, exchange ideas, and address global challenges.
