Purpose of the Plan

The Nazareth Area School District Health and Safety Plan outlines our school district's instructional and non- instructional school reopening activities for the 2020-2021 school year and was created in consultation with Colonial Intermediate Unit 20, St. Luke's Hospital and Health Network, PA Department of Health, Northampton County Emergency Management. The plan will be monitored, revised, and updated throughout the school year until normal operations resume. As decision makers, we are mindful that as long as there are cases of COVID-19 in the community there are no strategies that can completely eliminate transmission risk within a school population. The goal is to enact safety and disease mitigation protocols for COVID-19 using a coherent community-wide approach to the reopening of schools in the Fall of 2020.

All school activities are informed by  Governor Wolf's Process to Open Pennsylvania. The Governor’s plan has categorized reopening into three broad phases: red, yellow, or green. These designations signal how counties and/or regions may begin easing some restrictions on school, work, congregate settings, and social interactions.  Depending upon the public health conditions in our county, there could be additional actions, orders, or guidance provided by the Pennsylvania Department of Education (PDE) and/or the Pennsylvania Department of Health (DOH) designating our county as being in the red, yellow, or green phase. There may be times that our county may not experience a straight path from a red designation, to a yellow, and then a green designation. Instead, cycling back and forth between less restrictive to more restrictive designations may occur as public health indicators improve or worsen in our local area.  Nazareth Area School District’s Health and Safety Plan accounts for changing conditions to ensure fluid transition from more to less restrictive conditions in each of the phase requirements as needed. In addition, as specific guidance from local Health Officials and Center for Disease Control changes so may the parameters outlined in this plan.

Instead of a one-size-fits-all approach, the below Nazareth Area School District  Decision Tree provides instructional models and responses the district can adopt to ensure the continued success and safety of students and staff members.

Type of Reopening:

Based on your county’s current designation and local community needs, the Nazareth Area School District has selected the following reopening strategy:

X        K-12: Total reopen for all students and staff (but some students/families opt for distance learning out of safety/health concern).

☐        Scaffolded reopening: Some students are engaged in in-person learning, while others are distance learning (i.e., some grade levels in-person, other grade levels remote learning).

X        7-12: Blended reopening in the yellow phase that balances in-person learning and remote learning for all students (i.e., alternating days or weeks).

☐         Total remote learning for all students. (Plan should reflect future action steps to be implemented and conditions that would prompt the decision as to when schools will re-open for in-person learning).

Key Strategies, Policies, and Procedures

The action plan documents the Nazareth Area School District’s  thorough plan for each of the requirements outlined in the Pennsylvania Department of Education’s Preliminary Guidance for Phased Reopening of PreK-12 Schools.  The table belows identifies a detailed summary describing the key strategies, policies, and procedures the Nazareth Area School District will employ to make our best efforts to facilitate a healthy and safe environment conducive to student learning.  The information below provides key information that staff, students, and families will require to clearly understand the Nazareth Area School District local plan for the phased reopening of schools.

Prevention Practices

Use social media and district websites to share information and resources with parents, students, and staff about COVID-19 symptoms, preventative measures, good hygiene, and school/district

specific protocols.

All high-touch surfaces will be disinfected regularly including door handles, light switches, and student desks. Students and staff will be encouraged to use individual water bottles from home or disposable plastic bottles.  In addition, students will be requested to bring their own hand sanitizer and masks. All individuals in school will sanitize or wash their hands on a frequent basis. Hand sanitizer will be made available in all common areas and classrooms where sinks for handwashing are not available as long as it’s feasible to obtain hand sanitizer.

Hand soap and hand sanitizer will be provided with at least 60% alcohol, hand dryers or paper towels  in all bathrooms, classrooms, and frequently trafficked areas, as long as it’s feasible to obtain hand sanitizer.

Posting signs, in highly visible locations, that promote everyday protective measures, and how to stop the spread of germs

Signage will be posted at entrances, bathrooms, and throughout the facility.

Limiting the sharing of materials among students

Items sharing should be minimized between students to reduce the spread of infectious bodily fluids. Items that may need to be shared should be disinfected in accordance with district protocols after use whenever possible.

Communal Water Sources

No communal use of water fountains, water bottle fillers and water coolers. Students and staff are encouraged to bring their own water bottles from home.

Locker usage

Nurses suite/separation rooms

Entering School Buildings

School buildings are closed; districts should require only that essential staff report in-person to carry out functions that are absolutely necessary.

District/school leaders utilize virtual tools and platforms wherever possible to conduct essential business and keep in-person reporting to an absolute minimum during school closures

Staff are to utilize online meeting software to virtually attend visitor meetings to the greatest extent possible and feasible. Examples include, but are not limited to parent/guardian meetings, IEP meetings, and college visits.

It is essential that the student/staff takes steps to help prevent the spread of the virus in the school and community.

Students/staff will be educated on identifying signs and symptoms of COVID-19 and signage will be posted in school buses and schools.

Student entry:

Students will exit busses upon arrival to allow for staggered entry times into the buildings.

When buildings open, students will immediately proceed to their homeroom classrooms or lockers, depending on building administration guidance

Face coverings - students:

Face coverings (including face shields or face masks) are required for students unless doing so jeopardizes the physical and/or mental health of the student and/or wearing a face covering is not feasible due to a disability.

Student exit:

Students will be released in a staggered manner as determined by each building administrator.

Student Teachers:

No student teachers or outside student placements will be allowed for the fall semester of school.

Substitute Professional & Support Staff:

Must adhere to the same standard of notification and screening as a staff.

County or Local Officials (e.g., Police, Children & Youth, Probation Officers:

Agency representatives (e.g., Behavior Specialists (BSC, Therapeutic Support Staff (TSS):

No agency representatives will be permitted to enter the building. 

Visitors/Volunteers:

There will be no authorized visitors/volunteers while the county is in the yellow phase.

Signage:

Signage will be posted in hallways, and entrances to communicate how to stop the spread. COVID-19 symptoms, preventative measures (including staying home when sick),

good hygiene, and school/district specific protocols.

Hand sanitizer provided to all staff, students, and visitors prior to entering the building as long as it’s feasible to obtain hand sanitizer.

Nazareth Area School District Cyber Academy

Parents/Guardians have the option to enroll their students in the Nazareth Area School District Cyber Academy.

Restricted Traditional Model:

To the maximum extent feasible and appropriate,and in accordance with PDE guidelines for school reopening,  a further density reduced environment will be established. K-6 students will be in school every day with a schedule that further restricts student movement during the student day. 7-12 students will attend school in-person every other day. On the opposite day, students will engage in at-home learning activities that may include planned instruction, reinforcement of previous learning activities, intervention and/or enrichment.

Certain courses that require the sharing of materials, supplies and equipment may be modified to minimize the amount of individual contact with shared surfaces.

Students/staff who have been determined to be a household member of someone infected with COVID-19 must quarantine at home during the household member’s isolation plus 14 days AFTER the infected household member is released from isolation

Travel Quarantines

Students/staff must stay at home in accordance with any travel quarantine orders issued by the Governor of Pa.

School Nurses will maintain frequent contact with the PA Department of Health to assist in the identification of close contacts of confirmed COVID-19 cases and to  obtain the Pa Department of Health’s recommendations for notifications, exclusions, and closures.

Infected (symptomatic) with COVID-19

Students/staff infected with COVID-19,  cannot return to school until they have been isolated at home for at least 10 days after symptom onset AND fever free for 72 hours without the use of fever-reducing medicine.

Infected (asymptomatic) with COVID-19

Students/staff who have tested positive for COVID-19, but remain asymptomatic, cannot return to school until they have been isolated at home until at least 10 days have passed since the date of their first positive COVID-19 diagnostic test.

Close contact or household member of someone infected with COVID-19

Close contact = having been within 6 feet for at least 15 minutes, while not wearing PPE, of infected individual

Students/staff who have been determined to be a close contact of someone infected with COVID-19 must quarantine at home for 14 days AFTER the exposure to the close contact

Household member= residing in the same home as an infected individual

Students/staff who have been determined to be a household member of someone infected with COVID-19 must quarantine at home for 14 days AFTER the infected household member is released from isolation.

In response to the COVID-19 Pandemic and to ensure the safety and wellbeing of student athletes, NASD created a plan for safe return to play. This plan applies to all staff members (e.g. athletic trainers, physicians, athletic administrators, coaches, strength and conditioning staff, school administrators, advisors) of Nazareth Area School District who are associated with athletics.

This is an evolving plan for a safe return to play. This guidance is preliminary; as more public health information is available, the administration may work with impacted entities to release further guidance which could impact fall, winter, or spring seasons.

*Section 520.1 of the School Code provides flexibility in the event of an emergency that prevents a school entity from being able to provide for the attendance of all pupils or usual hours of classes. PDE considers the World Health Organization-declared Coronavirus disease (COVID-19) global pandemic an emergency as contemplated by section 520.1. Accordingly, local governing boards have the authority to enact temporary provisions as set forth in section 520.1 during the period of the pandemic response.

Section 520.1 of the Pennsylvania Public School Code (School Code) provides the following:

(a) Whenever an emergency shall arise which the board of school directors of any school district in the performance of its duties could not during the prescribed length of school days, number of days per week, anticipate or foresee, and which emergency shall result in any such school district being unable to provide for the attendance of all pupils or usual hours of classes, it shall be found as a fact by the school directors of any school district and so recorded on the minutes of a regular or special meeting of such board and certified to the Superintendent of Public Instruction, and such board of school directors, subject to the approval of the Superintendent of Public Instruction, shall have power to put into operation in such school district any one or more of the temporary provisions hereinafter provided for, but in no event shall such temporary provisions remain in effect for a period of more than four years after they are first put into effect.

(b) Subject to the foregoing provisions, any board of school directors may:

(1) Keep the schools of the district in session such days and number of days per week as they shall deem necessary or desirable, but the provisions of this act requiring a minimum of one hundred eighty (180) session days as a school year shall not be affected thereby.

(2) Reduce the length of time of daily instruction for various courses and classes.

 

(c) Any school district, by invoking the powers herein granted, shall not thereby forfeit its right to reimbursement by the Commonwealth or other State-aid as otherwise provided for by this act.
