Open Doors Enrolled Students: New, Continuing, Returning, Reenrolling?

An Open Doors "Enrolled student" is an eligible student whose enrollment and attendance meets the criteria outlined in WAC 392-700-035 and 392-700-160, and is reported as an FTE for state funding. An enrolled student can be further defined as one of the following:

  1. New student is an enrolled student who is being claimed for state funding for the first time by the Open Doors program.
  2. Continuing student is an enrolled student who has continuously been enrolled in the Open Doors program and claimed for state funding on at least one count day.
  3. Returning student is an enrolled student who has returned to the Open Doors program after having been withdrawn and has not received program services for a period of at least one count day and not more than ten count days.
  4. Reenrolling student is an enrolled student who has reenrolled in the Open Doors program after not receiving program services for a period of eleven count days or more.

Students may be retained on enrollment regardless of claiming for apportionment until they either turn 21 on or before September 1, or obtain a high school diploma or college degree. Otherwise, when a student should be withdrawn is a program decision.


Claiming new, returning, and reenrolling students

New, returning or reenrolling students who have been withdrawn and re-entered after at least one program count date, must have face-to-face participation in the program on or within 20 days before the enrollment count date. This might mean one of the following examples:

  • orientation
  • meeting with case manager
  • course planning with instructor
  • participation in classroom instruction

The amount of time of participation is not a factor for new, returning, or reenrolling students.


When is an IAP needed to claim enrollment?

For all continuing and returning students who have been claimed for apportionment for 3 or more count dates, there must be an Indicator of Academic progress (IAP) in place before counting the student in the next count. 

Remember - You are always looking backward to claim for apportionment for the next month. Sometimes an IAP may not be required for 5 or 6 months of real time if the student has not been claimed for apportionment during that time frame. It is always by the 4th time you are claiming apportionment.

The only exception for the IAP requirement is in September. The "bye" in September means that while weekly status checks and monthly face-to-face are still required, September is excluded from the past 3 count day calculation in subsequent months. IAPs earned in September are still used for subsequent count date eligibility.

In these two examples, the program continued through the summer. To claim a green month, an IAP would need to be earned within the yellow months. 

  1. The Continuing student must have weekly status checks and the required 2 hours of face-to-face contact in August to be claimed in September and the subsequently shown green months. 
  2. The Returning student did not attend the available summer program and was withdrawn for July and August. The Returning student did have participation in August or within the first 4 school days of September - and so could be claimed for September and the subsequently shown green months.
  3. For programs that do not offer a summer program, students must have participation in August or within the first 4 school days of September for September enrollment - weekly status checks and 2 hours of face-to-face time are not required.
    There is no need to withdraw students in June if the program does not offer a summer program.

 

AAFTE starts anew! 

  • Annual Average FTE (AAFTE) is the average enrollment per student and is calculated based upon total enrollment claims September 1 through August 31, divided by 10.
  • The maximum a student may be claimed is for 10 total counts, including months the student is enrolled and claimed in other educational programs on count day: traditional schools, alternative programs, home-based instruction, and private schools. 
  • The AAFTE resets to zero on September 1.
