The National Telecommunications and Information Administration’s (NTIA) BroadbandUSA program promotes innovation and economic growth by supporting efforts to expand broadband connectivity and meaningful use across America. Funding for broadband:
Alabama Broadband Accessibility Fund (ABAF): Established by the Alabama Broadband Accessibility Act, as amended, this program is funded annually through the state’s education trust fund. The Alabama Department of Economic and Community Affairs (ADECA) administers the fund, which provides grant funding to expand broadband service in the state. Alabama Statewide Middle-Mile Network Program: Pursuant to Act No. 2022-1, the Alabama Statewide Middle-Mile Network Program provides $85 million of American Rescue Plan Act State and Local Fiscal Recovery Funds to expand middle-mile connectivity.
Alabama Anchor Institution/Middle-Mile Program (AIMM): Is a subaward program that will provide grants to support the deployment of middle-mile broadband infrastructure to anchor institution facilities (such as higher education, rural hospital, government, and public safety facilities) with an identified need for service, while facilitating the deployment of last-mile broadband infrastructure in unserved areas of Alabama. Through the AIMM Program, ADECA intends to make necessary investments in broadband infrastructure resulting in the construction and operation of middle-mile fiber networks providing service to anchor institutions (Anchors or Anchor Institutions) with an identified need and facilitating last-mile broadband deployment and operations in unserved areas, thereby supporting the improvement and expansion of broadband network access to the citizens of Alabama.
Alabama Capital Projects Fund (CPF): A competitive subaward program that will provide grants to broadband service provider subrecipients. Specifically, the CPF will award grants to service provider subrecipients to support the deployment of last-mile broadband infrastructure that can deliver service that reliably meets or exceeds symmetrical download and upload speeds of 100 megabits per second (100/100 Mbps) in rural, unserved areas of Alabama.

California Teleconnect Fund (CTF) Program: The California Teleconnect Fund provides participating entities a 50% discount for to broadband and communication services from participating service providers.
California Advanced Services Fund (CASF): The California Advanced Services Fund provides grants to broadband service providers, public housing, broadband adoption entities, tribes, and regional consortia to help provide broadband infrastructure, service, and adoption in eligible areas.
California Statewide Open Access Middle Mile Network: The California Statewide Open Access Middle Mile Network is an open-access middle mile network created to bring equitable high-speed broadband services to California. The Middle-Mile Advisory Committee (MMAC) oversees the design and construction of the network.

California Advanced Services Fund (CASF): The California Public Utilities Commission administers the California Advances Services Fund. The fund is allocated into multiple accounts:
- Broadband Adoption Account: The Broadband Adoption Account provides $20 million in grants to increase publicly available or after-school broadband access. Examples of grant uses include digital literacy training programs and providing public education to communities with limited broadband adoption.
- Broadband Infrastructure Grant Account: The Broadband Infrastructure Grant Accounthas been funded with $560 million since 2008.
- Rural and Urban Regional Broadband Consortia Grant Account: The CASF Consortia Grant Account funds grants to facilitate the deployment of broadband services by assisting infrastructure grant applicants with the project development or grant application process.
- Public Housing Account: The Public Housing Account administers awards to low-income communities to fund broadband networks that offer free broadband services.
Line Extension Program: The Line Extension Program contains $5 million in grants to offset the costs of connecting to an existing or proposed facility-based broadband provider.
Local Agency and Tribal Technical Assistance: Authorized by Public Utilities Code 281, the Local Agency and Tribal Assistance Grant Program functions through technical assistance grants that provide funds to eligible local governments and Tribal entities, reimbursing these entities for last-mile broadband infrastructure deployment to underserved communities.
The Broadband Loan Loss Reserve Fund: The California Public Utilities Commission administers The Broadband Loan Loss Reserve Fund to fund the financing of the deployment of broadband infrastructure by a local government agency or nonprofit organization (Senate Bill 156, Public Utilities Code Section 281.2). The fund pays costs of debt issuance, obtaining credit enhancement, and establishing and funding of reserves for paying principal and interest on debt.
Federal Funding Account: The Federal Funding Account is a $2 billion fund managed by the California Public Utilities Commission (CPUC) to administer funds to public and private entities for last mile broadband infrastructure in unserved areas.

Kids Link Colorado: The Kids Link Colorado Initiative is a partnership of EducationSuperHighway, the Colorado Department of Education, and the Governor’s Office designed to ensure that school districts have access to scalable infrastructure and every student and teacher has high-speed bandwidth in Colorado for digital learning.
Fort Lewis College Pilot: Fort Lewis College and the Office of the Future of Work partnered together through the Strada Recovery Incubator grant. The goal of the project is to create programming that provides digital literacy inclusion to an increasingly diverse workforce.
Remote Work Initiative: The Colorado Workforce Development Council, Colorado Department of Labor and Deployment, the Office of Economic Development and Trade, and the Economic Development Council of Colorado have teamed up to launch the Colorado Remote Work Initiative. The Initiative trains Coloradans how to compete in remote work environments by serving as a hub for relevant information and resources.

Connecting Colorado Students Grant Program (CCSG): The passage of HB20B-1001 appropriated $20 million from the general fund to award grants through the Connecting Colorado Students Grant Program. Connect Illinois Computer Equity Network: The Connect Illinois Computer Equity Network is a statewide collaborative effort amongst various community partners that will receive, refurbish, and redistribute used computers for those in need. Washington State Drive-InWi-Fi: The State of Washington provides a hotspot location finder which maps the state’s free drive-up community Wi-Fi spots.

WV KidsConnect Initiative: WV KidsConnect is designed to support the learning needs of children who do not have access to the Internet at their home. By installing necessary equipment, all public schools, higher education institutions, county libraries and state parks will be turned into WiFi hotspots. Middle Mile Broadband Expansion Program: The Program enables participating electric utilities to recover the net costs of any middle-mile fiber project, pursuant to HB 4619 of 2020.

The WV Broadband Infrastructure Loan Insurance Program (BLINS): The BLINS program insures the repayment of debt on capital costs related to providing broadband service to unserved or underserved areas of the State or that links a segment of a network operator’s core network to a local network plant.
