Allow for Early Voting and Vote-by-Mail in Connecticut

The Connecticut General Assembly

Elections are our nation’s most important and sacred collective activity. The best way to ensure maximum voter participation is to establish safe and secure early voting and a no excuse absentee ballot option. The recent success of expanded absentee ballots in Connecticut, as necessitated by the COVID-19 pandemic, should provide lawmakers with all the proof needed to move forward the process for no excuse absentee ballots as a permanent option for voters.

Five states across our nation, Colorado, Hawaii, Oregon, Utah, and Washington, currently employ an across the board vote-by-mail system, and have greater voter engagement than the national average. While no excuse absentee balloting differs from the across the board vote-by-mail system used in those states in that voters still must request an absentee ballot, it will certainly improve voter participation. And 38 states engage in some form of early voting, leaving Connecticut as an outlier.

It is time to improve and strengthen our democracy and Connecticut’s civic engagement! We urge Connecticut’s General Assembly to act quickly to put forth to Connecticut voters a Constitutional amendment to allow for appropriately secured no excuse absentee ballots and early voting in all elections.
